What Telecom Providers Need to Know

The Broadband Equity, Access, and Deployment (BEAD) program represents one of the most significant investments in U.S. telecommunications infrastructure in decades. For providers preparing to deploy with BEAD grant funding, choosing the right equipment partner is one of the most consequential decisions you’ll make — both for project success and federal compliance.

American Products has been manufacturing telecom enclosures in the United States for more than 36 years. Our facility in Strafford, Missouri, produces fiber optic cabinets, outdoor shelters, and integrated enclosure solutions that are fully compliant with the Build America, Buy America (BABA) Act, a requirement at the core of every BEAD-funded project.

What the BEAD Program Requires from Equipment Suppliers

Under the Infrastructure Investment and Jobs Act (IIJA), BEAD-funded broadband projects must comply with BABA requirements. That means at least 55% of a project’s component costs — including iron, steel, construction materials, and manufactured products — must be sourced from American manufacturers.

This isn’t just a procurement preference. It’s a federal compliance requirement that affects whether your project qualifies for funding at all. Providers who select non-compliant equipment risk jeopardizing their grant eligibility.

At American Products, BABA compliance is built into our manufacturing process — not bolted on after the fact. Every enclosure we produce is designed and fabricated at our Strafford, Missouri, facility, using domestically sourced components wherever possible. That means when you spec our products into a BEAD-funded project, compliance is already addressed.

BEAD-Compliant Products for Broadband Buildouts

Whether you’re building out fiber-to-the-home (FTTH), fiber-to-the-premises (FTTP), or rural broadband networks, American Products offers a full range of enclosure solutions designed for outside plant deployment.

Fiber Optic Enclosures and Distribution Cabinets

Our fiber optic enclosure lineup is purpose-built for the scale and demands of BEAD broadband deployments. All fiber cabinets are BABA-compliant from day one, giving you confidence that your enclosure investment meets federal standards without extra steps.

The AP LIBERTY Series is our flagship passive optical network (PON) fiber distribution cabinet, designed specifically for outside plant (OSP) deployments. A single AP LIBERTY cabinet can serve 144 to 864 homes using SC/APC fiber, or 288 to 1,728 connections with LC/APC fiber — making it a strong fit for both rural broadband projects and suburban FTTH buildouts. Cabinets ship fully integrated by our FOA-certified technicians, ready for field installation.

Telecom Shelters and Outdoor Enclosures

For providers deploying equipment in outside plant environments, our outdoor telecom shelters and below-grade enclosure solutions are built for durability, security, and long-term field performance — all manufactured in the U.S. and eligible for BEAD-funded projects.

Why the Right OEM Partner Matters for BEAD Projects

With BEAD funding now actively flowing to states and territories across the country, providers face real pressure to move quickly without sacrificing compliance or quality. Choosing the right enclosure manufacturer isn’t just a procurement decision — it’s a risk management decision.

Working with an experienced original equipment manufacturer (OEM) means you get a partner who understands your network, your equipment, and the compliance requirements around your project — before the enclosure ever leaves the factory. At American Products, we take a consultative approach to every project. Before designing a solution, our team works closely with providers to understand their specific equipment, deployment environment, and priorities. That upfront investment in understanding your needs is how we consistently deliver enclosures that reduce on-site labor, lower long-term operating costs, and satisfy BABA compliance from day one.

Our vendor relationships and more than two decades of telecom manufacturing experience also mean we can help you make smarter decisions — whether that’s evaluating whether hardened equipment makes sense for your environment or identifying integration opportunities that improve your cabinet’s ROI over time.

Frequently Asked Questions

The Broadband Equity, Access, and Deployment (BEAD) program is a $42.45 billion federal grant initiative funded through the Infrastructure Investment and Jobs Act. Administered by the NTIA, BEAD provides funding to states and territories to deploy high-speed internet infrastructure in unserved and underserved communities across the U.S.

The Build America, Buy America (BABA) Act requires that projects receiving federal infrastructure funding — including BEAD grants — source at least 55% of component costs from American-made materials and manufactured products. This applies to the enclosures, cabinets, and shelters used in broadband deployment.
